hmm...I think it means that you shouldn't talk to strangers, you know like parents teach you when you're young. If you see this stranger and want to speak to him(or her), you shouldn't. You know better not to (or at least in some cases it may be okay but your instincts will usually tell you when it is). And they shouldn't speak to you because they don't know you. You never know when it could potentially be "dangerous" right?. (example think of when a parent tells their kids that walk home from school not to take rides from "strangers"/ people they don't know)
